Security Council Grapples with Legitimacy Issues, Says UN Chief

(MENAFN) UN Secretary-General Antonio Guterres on Monday warned that the Security Council is grappling with legitimacy issues, citing a membership structure that no longer mirrors the global reality.

“It is clear the Security Council has a problem of legitimacy and the problem of effectiveness. Legitimacy, because its composition no longer corresponds to the reality of today's world,” Guterres said during a press conference on the sidelines of a Southeast Asian summit.

The Secretary-General noted that the council’s three European permanent members—France, the UK, and Russia—contrast sharply with only one permanent Asian member, while Latin America and Africa remain unrepresented.

“This shows that the Security Council also doesn't correspond at all to the world of today. That is why it's so important to have an African representation of two permanent members. That's also important to have an increase in the permanent representatives from Asia,” he said.

Guterres also highlighted concerns over the council’s decision-making power. “The second, there is a problem of effectiveness, and the main element that complicates the effectiveness is indeed the veto power. Two of the countries, the UK and France, have presented the proposal to limit the veto power in a certain number of circumstances,” he added.

He urged members to take the proposals seriously, calling for council states to “seriously consider” reforms aimed at improving its legitimacy and functionality.
